US envoy to present Putin with updated Ukraine peace plan in Russia

Fact-check index: 55/100 — The Witkoff-Putin meeting and Axios peace-proposal claims are directly supported by the France24 source, but the nuclear-arms-control claim rests on a bare aggregated headline with no body text, and the article's framing of it as an 'open question' over the Saint Petersburg meeting is an unsupported editorial link between two unrelated stories.

• Witkoff will meet Putin in Saint Petersburg on Wednesday after talks with Zelensky in Oslo — Matches France24 article directly.
• Talks with Zelensky in Oslo were described as 'positive' — The word 'positive' appears in the France24 headline, consistent with the quoted characterization.
• Axios reported Witkoff will present Putin with an updated proposal to end the war — Matches France24's relay of the Axios report verbatim in substance.
• Russia warns of a 'dangerous vacuum' in nuclear arms control — Only a bare headline from a Vietnam.vn aggregator is provided as source, with no article body or context to verify the claim's substance.
• This nuclear arms control question is 'hanging over whatever emerges from Saint Petersburg' — No source material connects the nuclear arms control story to the Witkoff-Putin meeting; this framing appears to be the article's own unsupported inference.
